From 2014 to 2015, she was treasurer of the association, while concurrently serving on the board of directors from 2013 to 2017. From 2015 to 2017, she was the secretary. Notably, Ms. Collier has spoken through collegelevel mitigation courses and participated in the steering committee of the National Mitigation and Ecosystem Banking Conference. Attributing her success to her unwavering commitment to her job and protecting the environment, she is especially proud of bringing the industry into a more stable and predictable era. She is driven by the motto, “Leave the world a better place,” and credits her current success to her many mentors. One such mentor was Peggy Strand, who was an attorney and the chief of the Environmental Defense Section of the U.S. Department of Justice. Looking toward the future, Ms. Collier intends to establish an additional mitigation bank and witness the continued growth and success of her career. Drawing upon more than 30 years of experience in the regulatory industry, Donna L. Collier excelled as the chairwoman and a founding board member of the National Environmental Banking Association from 2017 to 2022 and now sits as immediate past chair. As a culmination of her career experiences, she initiated language that passed through the legislation and appropriation bills by the United States Congress, thereby implementingmore consistent standards that regulate environmental impact. Ms. Collier participated on an EPA Steering Committee to create manuals for all 38 districts of the Corps of Engineers to bring about consistency for permit implementation. She notes that her legislation endeavors allow private industries to conduct environmental restoration to offset development. Alongside her primary roles, Ms. Collier has been a member of the leadership council of the National Small Business Association since 2016 and amanaging partner of ValenciaWetlands Trust since 2006.
