Lonedell, MO DIRECTOR, STATISTICIAN (RETIRED) Cooperative Studies Program Coordinating Center, Department of Veteran Affairs Bel Air, MD Drawing upon more than five decades of expertise in marine surveying, WilliamCarrier has excelled as a marine surveyor with the eponymously named Carrier Marine, Inc., since 1982. Previously employed with Merrill Marine Services, Inc., for seven years and Neare Gibbs & Company for eight years, Mr. Carrier spent significant time in his career as a barge inspector, repair facility manager, welder, mechanic, equipment operator and general laborer across the United States. Throughout his extensive career, Mr. Carrier has most enjoyed working with sunken vessels and barges. He advises that through his experiences with marine surveying, he has become an expert in the field. Notably, he has been called upon as an expert witness in federal courts in six different U.S. states. A former sergeant first class in the United States Army Reserves, Mr. Carrier completed coursework in economics at Joliet Junior College in the early 1960s and attended admiralty law seminars to expand his knowledge of the industry. Since the inception of his career, he has visited all U.S. river systems. Looking toward the future, he intends to ease into a well-deserved retirement. WILLIAM CARRIER Retired since 2019, Dr. Joseph F. Collins excelled as the director of the Cooperative Studies Program Coordinating Center in the Department of Veteran Affairs beginning in 1975. Employed with the department for the entirety of his career, he has most enjoyed helping others through clinical research and testing. He draws upon a Bachelor of Science from Drexel University in 1970, as well as a Master of Science and ScD, both from the University of Pittsburgh in 1972 and 1974, respectively. Alongside his primary roles, Dr. Collins was elected a fellow of the Society for Clinical Trials, for whom he served as a secretary. Likewise, he thrived for 16 years as a baseball coach and for eight years as a soccer coach, both through their respective Recreation Leagues. Furthermore, Dr. Collins served as a volunteer for the Baltimore Research and Education Foundation. Among his many achievements, he is especially proud of his inter-agency agreement with the National Institute of Mental Health, through which he conducted a study regarding mental health coordination in hospitals. He also served as primary biostatistician on studies on epilepsy, which are still being referenced today. JOSEPH F.
