He received an honorary doctorate in public policy from RAND Graduate School in 2008 and has been a senior fellow in the Center for Health Policy at Stanford since 2000. At the invitation of the Carter Administration, he developed and proposed Consumer Choice Health Plan, universal health insurance published in the New England Journal of Medicine in 1978. Dr. Enthoven is proud of his work with the Department of Defense, which contributed to the reduction of danger of nuclear war. He created the System Analysis Office in The Pentagon, which was later renamed CAPE (Cost Assessment and Program Evaluation) and given permanent status in the Weapon Systems Acquisition Reform Act of 2009. He received the 1963 President’s Award for Distinguished Federal Civilian Service from President Kennedy, among other accolades. In 1972, he was elected to the National Academy of Medicine. Holding a BA in economics from Stanford University and as a Rhodes Scholar, MPhil from the University of Oxford and PhD in economics from the Massachusetts Institute of Technology (MIT), Dr. Alain Charles Enthoven accrued 45 years of experience in academia and national defense prior to retiring in 2000. At the inception of his career, he was an instructor of economics at MIT before relocating to Santa Monica, California, as an economist for the RAND Corporation. Serving RAND Corporation for four years, he accepted an opportunity to serve the U.S. Department of Defense in Washington, D.C., where he thrived for nearly one decade. Hired in 1960 as an operations research analyst in the Office of Director Defense Research and Engineering, he ascended to the rank of deputy comptroller and deputy assistant secretary in 1961. Thereafter, he was Assistant Secretary for Systems Analysis from 1965 to 1969. Then, Dr. Enthoven served Litton Industries as vice president of economic planning and Litton Medical Products as president before joining Stanford University in 1973.
