Culkin Jr. most recently served as the executive director of the Association of Government Accountants in Washington, D.C., from 1997 until his retirement in 2003. Prior to this role, he was senior assistant director of the General Accounting Office in Washington for 27 years, as well as an assistant auditor with United Virginia Bank beginning in 1967. Mr. Culkin holds a BBA and MBA from Benjamin Franklin University. A certified government financial manager, he has a strong background in accounting and financial management. He has contributed numerous articles to professional journals throughout his career and was the publisher of the Journal of Government Financial Management from 1997 to 2003. In addition, he prides himself on being the founder, incorporator, treasurer and director of Reston Commuter Buses, Inc., which was established in 1971. Affiliatedwith theKnights of Columbus,Mr. Culkinhas beenheavily involved with the organization since 2004 and has served as the financial secretary to Council #15332 since 2011. Previously he was as a faithful navigator, state district deputy, faithful captain, Assembly #0167 faithful comptroller, grand knight, and Council #3358 deputy grand knight. For his contributions to the organization, he received Family of the Year and Knight of the Year awards, and was honored with the Sir Knight of the Year Award twice. Mr. Culkin is a two-time recipient of the National President’s Award from the American Society of Military Comptrollers and was thrice honored with the President’s Award from the Association of Government Accountants. He was also presented with the Distinguished Alumni Award from the Benjamin Franklin University Alumni Association in 1995, having previously received the Board of Governor’s Service Award and Volunteer of the Year Award in 1992. Married to Carolyn DeWayne Franklin, Mr. Culkin is the proud father of two children. He has been highlighted in several editions of Who’s Who in America, Who’s Who in the South and Southwest, and Who’s Who in the World. CHARLES W. CULKIN JR.
