234 MILLENNIUM-SECOND EDITION F rom the age of 12, James R. Marsh wanted to become involved in law enforcement. Coming from two generations of pharmacists, he was raised with a desire to help people. After earning a BS in police administration from Michigan State University in 1969, he began his career as a probation officer with the Oakland County Circuit Court in Pontiac, Michigan from 1970 to 1976. While employed with Oakland County, he earned an MA in sociology from the University of Detroit. He subsequently served as a U.S. probation officer for the United States District Court for the Eastern District of Michigan and the Northern District of Texas prior to settling into his role as chief U.S. pretrial services officer with the United States District Court for the District of Nevada from 1984 until his retirement in 2004. In his position, he prepared reports for individuals who were arrested and established the first pretrial services office in Nevada. At the age of 37, Mr. Marsh was one of the youngest chiefs in the United States Courts Probation and Pretrial Services System. He attributes his profound success to working hard, being honest and accepting challenges, which have all played a significant role in his ventures in law enforcement. His office was one of the first to utilize electronic monitoring of defendants and global positioning monitoring, becoming one of the leaders in the federal probation and pretrial services field. Prior to retirement, Mr. Marsh became a certified mediator, which provided fulfillment as he was able to help people on a regular basis. He enjoys knowing that he was able to serve people in need without seeking financial reward. Earlier in his career, he also served as chairman of the board of directors of the Help Center Drug Program in Highland, Michigan, where he had the opportunity to work directly with individuals and aid them in substance abuse recovery. Mr. Marsh is currently writing a book about his experiences throughout his career. As a testament to his longevity in his industry, he has been highlighted in the 23rd through 25th editions of Who’s Who in the West. JAMES R.
