104 Millennium - A Marquis Who’s Who Magazine ENERGY, ENGINEERING AND MANUFACTURING R aymond N. Winkel is a noted aerospace industry expert and former admiral of the United States Navy. Most recently serving as a consultant in Heathsville, Virginia, in the mid-1990s, he has amassed 26 years in the field. He commenced his career as a commanding officer with the Naval Electronics Systems Test and Evaluation Facility in 1969, holding the position for two years before becoming the director of avionics with the United States Navy from 1973 to 1976. From there, he served as project manager of the Navy/Marine Corps Heavy Lift Helicopter for two years before serving as the general manager of the LAMPS MK III Project until 1981. Rising to the rank of rear admiral in 1979, he ultimately retired from the military in 1981. Subsequent to his military service, Mr. Winkel relocated to Huntington, New York, where he was vice president of the Washington Operations Telephonic Corporation from 1981 to 1982. Soon thereafter, he served as vice president of programs and contracts with the Astronautics Corporation of America in Milwaukee, Wisconsin, for 12 years before settling down in his most recent role as consultant. Originally enlisting in the United States Navy in 1951, he has received a Decorated Legion of Merit, an Air Medal and a Navy Achievement Medal for his outstanding service. Mr. Winkel became involved in his profession due to his inherent interest in electronics, having first built a radio at 17 years old. After passing an examination for the United States Navy, he received a BS from the U.S. Naval Postgraduate School and MS in mathematics from Villanova University. Five years later, he completed a Graduate Advanced Management Program at the prestigious Harvard University. Civically involved, he maintains association with Kiwanis International and the American Legion. To remain current with industry developments, Mr. Winkel is a member of many organizations, such as the National Rifle Association, the Military Officers Association of America, and the Experimental Aircraft Association, among others.
