161 Millennium - A Marquis Who’s Who Magazine R etired since 2006, Bruce Blanchard is a noted civil engineer who served the U.S. Department of the Interior in Washington for 36 years. Most recently serving as the director of planning and policy analysis in the Office of Indian Affairs from 2005 to 2006, he previously held the roles of assistant to deputy assistant secretary of management, special assistant for tribal self-governance, deputy director of the U.S. Fish and Wildlife Service, director of the Office of Environmental Project Review and environmental specialist beginning in 1970. A former senior staff specialist at the Water Resources Council in Washington for five years, he also served as a water resources planning engineer in Phoenix and a hydraulic engineer in the Bureau of Reclamation at the U.S. Department of the Interior in Denver. Since 2006, he has been a consultant of natural resources management. Drawing upon a Bachelor of Science and Master of Civil Engineering from the Massachusetts Institute of Technology, Mr. Blanchard is also a past member of the U.S. Army. He subsequently served as a lieutenant in the Arizona National Guard and colonel in the Maryland National Guard between 1961 and 1985. In recognition of his military service, he received a Decorated Army Achievement Medal, Army Commendation Medal, Army Meritorious Service Medal and Distinguished Fiji Award. A past vice president and president of the Massachusetts Institute of Technology Club of Washington, Mr. Blanchard cites the highlight of his career to be his 18-year long tenure at the Office of the Environmental Project Review. In his position as director, he oversaw the review of 18,000 environmental documents of federal agencies. In recognition of his successes in the field, Mr. Blanchard was named a fellow of the American Association for the Advancement of Science. In addition, he has accrued numerous accolades, including a Distinguished Service Medal and Meritorious Service Medal from the Department of the Interior, and a Meritorious Service Medal and Commendation Medal from the State of Maryland. He was also selected for inclusion in the 71st edition of Who’s Who in America in 2018.
