205 Millennium - A Marquis Who’s Who Magazine GOVERNMENT AND MILITARY W ayne E. Alley is a judge and retired military officer who amassed more than 45 years in his profession. Upon graduating with a Bachelor of Arts from Stanford University in 1952, he enlisted in the U.S. Army due to an ROTC requirement and was eligible for the G.I. Bill. Discovering he had an aptitude for law, he returned to Stanford University and earned a JD in 1957, where he graduated in the Order of the Coif. After serving as partner of Williams & Alley from 1957 to 1959, he decided to return to the military, being commissioned as an officer with the JAG Corps and advancing through the grades to brigadier general. He subsequently retired from the military in 1981. Mr. Alley was a trial military judge in Hawaii. Afforded the opportunity to serve as an appellate judge in Washington, DC, he served as chief of the Criminal Law Division at the Pentagon. During this time, he also served as the chair of the Joint Services Committee on Military Justice. As a trial judge, he felt that the military was not remaining abreast of the rules of evidence. As such, he initiated a working group of officers to produce theMilitary Rules of Evidence, which were promulgated by the president via executive order. His legacy in that initiative lives on today. Subsequent to his military retirement, Mr. Alley was dean of the College of Law and director of the Law Center at the University of Oklahoma for four years before becoming a judge at the U.S. District Court for the Western District of Oklahoma, a role he held from 1985 until his retirement in 2004. He maintains affiliation with the Federal Bar Association and the Oklahoma Bar Association. As a testament to his success, Mr. Alley was honored with a Decorated Distinguished Service Medal, a Legion of Merit and a Bronze Star. Further, he was highlighted in Who’s Who in America, Who’s Who in American Law, Who’s Who in American Politics, and Who’s Who in the South and Southwest. WAYNE E.
