A founding member of the North Carolina Trails Association (now Friends of the Mountains to Sea Trail), he served as acting president in 1997. In the present day, he sits on several committees and serves in executive roles with the Triangle Greenways Council and the American Society of Landscape Architects, where he is also a Fellow. In light of his outstanding undertakings, Mr. Flournoy has received numerous accolades. He is the recipient of the Community Service Honors Award and Raleigh Environmental Legacy Award. From the American Society of Landscape Architects, he was presented with the Le Gasse Medal of Honor for contributions to the management and conservancy of natural resources and public landscapes, as well as several honor awards for his contributions to his profession beginning in 1976. Additionally, he was highlighted in various Who’s Who publications. E mployed with the North Carolina Department of Environmental Quality since 1980, William Louis Flournoy Jr. is a respected bureaucrat who ultimately served the department as director of the Conservation Incentive Program for Natural Resources Planning and Conservation for two years until his retirement in 2007. Prior to this role, he was a senior conservation specialist in the Office of Conservation and Community Affairs, managing the North Carolina Conservation Tax Credit Certification Program, Military Activities Environmental Compatibility Working Group, and environmental analysis program. At the inception of his career in 1971, he was a consultant to the City of Raleigh, North Carolina, and a community planner for the Wake County government. Drawing upon a Bachelor of Science in recreation and parks administration and Master of Landscape Architecture, Mr. Flournoy’s graduate project, “Capital City Greenway,” was cited as the foundation for the first jurisdiction- wide municipal greenway plan and program in Charles E. Little’s book “Greenways for America.” He continues his civic pursuits through his affiliation with an advisory committee of the Water Resources Research Institute of the University of North Carolina, a role he will hold until 2021.
