Founded in 1978, the ESOP Association is the only association that represents all companies sponsoring ESOPs. Beginning in 1984 until 1991, Mr. Keeling was retained as general counsel to the Association and continued his general counsel duties as CEO of the Association. During his 28 years as president of the Association, he was also the CEO of the Employee Ownership Foundation, a 501(c)(3) educational and research foundation. Before his role as CEO of the Association, he maintained a private law practice in Washington, D.C., from 1981 to 1991, specializing in government relations primarily focused on tax and retirement income policies. From 1972 to 1981, Mr. Keeling was Chief of Staff to Congressman J.J. Pickle in Austin, Texas, who was a senior member of the House tax committee. From 1970 to 1972, Mr. Keeling worked in two statewide campaigns in Texas and represented both labor and farm groups before the Texas Legislature, focusing on tax laws impacting both business and agriculture. Mr. Keeling is a member of the American Bar Association, the D.C. Bar Association and the Texas Bar Association. He is a certified association executive and earned a Distinguished Service Award from the Small Business Council of America in 1993. Rutgers, the State University of New Jersey, honored him in 2016 with a School of Management and Labor Relations Recognition Award, and Rutgers named him an Executive Fellow of its Institute for the Study of Employee Ownership and Profit Sharing in 2019. The owner of JMK-Way, LLC, Mr. Keeling holds a Bachelor of Arts from Yale University and JD from the University of Texas. J. Michael Keeling is a recognized business and government relations consultant in all 50 states. He was the president and chief executive officer of The Employee Ownership Plan Association from 1991 to 2019.
