Formerly with the Elmwood Park Police Department from 1966 to 1983, he holds a Bachelor of Science in Business Administration and JD from Seton Hall University, where he was on the dean’s list, and a Master of Arts in criminal justice from John Jay College of Criminal Justice. After receiving a juris doctorate, he was admitted to practice law in the state of New Jersey, as well as the U.S. District Court for the District of New Jersey and the Supreme Court of the United States. Alongside his primary endeavors, Mr. Mangano was an adjunct professor at Fairleigh Dickinson University and Jersey City College, and an assistant professor at William Paterson University. He was recently an attorney for the Borough of Elmwood Park from 2005 to 2007. Notably, in 1992, he tried a publicly televised court case, Pagano v. Over the years, Mr. Loftus has worked with Arbitration Forums, Inc., the Seattle Municipal Court, the Washington State Commission on Judicial Conduct, the Washington House of Representatives, and Unigard Security Insurance Co. Notably, he was also first lieutenant in the U.S. Army from 1952 to 1954 and retired as colonel in the U.S. Army Reserves in 1985. Mr. Loftus’ greatest achievement was being with Unigard Security Insurance Co. for 32 years. He is also proud to have been secretary and trustee at the King County Bar Association, as well as a delegate to the NATO Conference of Young Political Leaders in 1965 and to the Moscow International Law-Economic Conference in 1990 with People to People International.
