He was captain in the U.S. Army before spearheading an international career in foreign policy. He is decorated with the State Department Distinguished Honor Award, the Presidential Meritorious Service Award and Commander’s Cross and an Order of Merit fromGermany. In 2014, Mr. Bindenagel founded the Henry Kissinger Chair as professor and director of the Center for International Security and Governance at the University of Bonn, now the foundation of the Center for Advanced Security, Strategy and Integration Studies. He served as vice president for community, government and international affairs at DePaul University, president of the Japan America Society Chicago and vice president of the Chicago Council on Global Affairs. He was a U.S. Ambassador and Special Envoy for Holocaust Issues, and for 28 years, served the U.S. Department of State. Mr. Bindenagel has contributed to the establishment of the Congressional Study Group on Germany, unification of Germany, Kimberly Process agreement to ban conflict diamonds, and Washington Principles on Nazi-confiscated Art. Ben-Asher first worked in the private sector as a plant personnel administrator for Tanatex Chemical Company, but when an opportunity arose to work in the public sector, he jumped at the opportunity. Between 1971 and 1998, he was a research assistant, research associate and senior research associate at the Office of Legislative Services (OLS) for the New Jersey State Legislature. He then served as senior research analyst beginning in 1999, where he provided research, bill drafting and advisory services. He retired in 2003. Mr. Ben-Asher received a BA from Rutgers University in New Brunswick in 1968 and an MA from the University of Minnesota in 1970. He was a recipient of the Extraordinary Service to Alma Mater Loyal Son Award from the Rutgers Alumni Association in 1995 and the Podmore- Dwyer Historic Award from Lawrence Township in 2010. Looking back on his OLS career, including service as de facto chief of staff on many legislative committees and commissions, he says his career highlight was writing legislation ranging from New Jersey’s first seatbelt law to its Lemon Law and the Graduated Driver License Law, which has been recognized for minimizing crashes involving young drivers.
