269 Millennium - A Marquis Who’s Who Magazine W hen pondering what profession would be the right fit for him, Jack G. Duncan knew he wanted a career in which he could help people. He attended Furman University and received a BA in 1960. Three years later, he obtained a JD from the University of South Carolina. Mr. Duncan currently serves as general counsel for the Council of State Administrators of Vocational Rehabilitation and special counsel for the American Council for the Arts. Since 1979, he has also been editor of the Update Arts Newsletter. Mr. Duncan began his career as an attorney with the U.S. Department of State and U.S. Department of Health from 1964 to 1968 before spearheading his law firm Duncan & Associates in Washington, D.C. Mr. Duncan and his firm proudly served clients from 1979 to 2006. Mr. Duncan notably served as counsel and staff director on the subcommittee on select education and the education and labor committee for the U.S. House of Representatives from 1968 to 1979. While working with the U.S. government, Mr. Duncan was involved in developing federal legislation for numerous acts, including the Education for All Handicapped Children Act, Older Americans Act, Architectural Barriers Act, Age Discrimination Act, Americans with Disabilities Act and Drug Abuse Education Act. He was also involved in the Art Education Act, Handicapped Discrimination Act, Environmental Education Act, Art and Artifact Identification Act, Museum Services Institute, National Institute of Deafness & Communication and Randolph-Sheppard Act, as well as the National Federation of the Blind, Earth Day Legislation and Rehabilitation Act. A highlight of Mr. Duncan’s career was developing legislation for the Environmental Education Act. He is also proud of his work with the American with Disabilities Act as counsel and staff director. For his dignified work throughout his career, Mr. Duncan was the recipient of the President’s Award from the American Academy of Physical Medicine and Rehabilitation and the President’s Award from the National Rehabilitation Association. Mr. Duncan is a member of the American Bar Association, Federal Bar Association, South Carolina Bar and District of Columbia Bar. JACK G.
