198 Millennium - A Marquis Who’s Who Magazine R ichard A. Devall always wanted to join the armed forces, and he chose to follow his brother’s footsteps and pursue service with the Air Force. He went on to complete coursework at the Squadron Officer School in residence and completed the Air Command and Staff College, Air War College and National Security Management programs by correspondence. In 1970, Mr. Devall enlisted in the Air Force, and in one year, received a direct commission from enlisted life. He advanced through the grades to lieutenant colonel. He started off as a medical resource management clerk at the United States Air Force Hospital on the Altus Air Force Base in Oklahoma in 1970, and in 1971, he was stationed at Sheppard Air Force Base, serving as a student squadron commander and training evaluation officer at the School of Healthcare Sciences. Mr. Devall became a health systems analyst in 1976 at the Office of the Air Force Surgeon General in Washington, and from 1978 to 1980, he again served as a health systems analyst at the Air Force Medical Service Center at the Brooks Air Force Base in Texas. In 1980, Mr. Devall served as the director of medical resource management at the Osan Air Force Base in Korea and then at USAF Medical Center Keesler. In 1991, Mr. Devall retired from his six-year position as director of medical resource management at Keesler Air Force Base. Mr. Devall was instrumental in getting MRI technologies approved for use by the Department of Defense, which he cites as the highlight of his career. For his excellence, Mr. Devall holds a National Defense Service Medal, Medal for Meritorious Service with one device, Air Force Commendation Medal and Good Conduct Medal. Mr. Devall is a life member of the Air Force Association and the Veterans of Foreign Wars, and is a member of the Knights of Columbus, International Order of Alhambra and American Legion. Alongside his lifetime of dedication to the Air Force, Mr. Devall received a BS from the University of Louisiana at Lafayette in 1969, an MS from Midwestern University in 1975 and an MA from Louisiana State University in 2001.
