199 Millennium - A Marquis Who’s Who Magazine D r. Susan J. Irving received a Bachelor of Arts in U.S. studies from Wellesley College in 1971 and a Master of Arts in Teaching from the Harvard Graduate School of Education in 1972. She received a Master of Public Policy from Harvard’s John F. Kennedy School of Government and was the first woman to receive a PhD in public policy from Harvard University. Since 2017, Dr. Irving has been Senior Advisor to the Comptroller General and Chief Operating Officer of the U.S. Government Accountability Office (GAO). Previously, she was Director of Federal Budget Analysis and a faculty member in GAO’s training institute. At the inception of her career, Dr. Irving was a legislative assistant to U.S. Senator Abraham Ribicoff. In 1979, she became the first female Staff Director at the President’s Council of Economic Advisers in the Executive Office of the President. Dr. Irving then worked at the International Monetary Fund and the Committee for a Responsible Federal Budget. In 1984, she was the senior economic advisor for Mondale for President and, in 1985, she served as Legislative Director for U.S. Senator Max Baucus. In the 1980s, she also taught at the Kennedy School of Government. Dr. Irving received the Elmer Staats Award from the American Association of Government Accountants in 2014 and the James L. Blum Award from the American Association for Budget and Program Analysis in 2010. She is the recipient of three Distinguished Service Awards at GAO, and in 1996, was elected a fellow of the National Academy of Public Administration. Dr. Irving credits her parents with instilling in her the desire to work in public service. She always admired their commitment to equal rights and to helping people through direct involvement personally and in the government as a force for good. SUSAN J.
