264 Millennium - A Marquis Who’s Who Magazine F ollowing the September 11th attacks, the President George W. Bush Administration launched an invasion of Afghanistan. The government implemented the use of torture of prisoners at Guantanamo Bay. Citing Christian beliefs and U.S. legal precedents, William Harper Forman Jr. wrote two papers against torture, in addition to numerous speaking engagements. These efforts received considerable attention. Born in 1936 in Houston, Texas, Mr. Formanmar- ried Olive Goodwill Roberts in 1967. They have one son, William Harper Forman III. Mr. Forman received a BA in 1958 and JD in 1961, both from Tulane University. He also earned anMA in govern- ment from Louisiana State University in 1970. Mr. Forman was commissioned as a First Lieutenant in the U.S. Air Force in 1961, serving in the Philippines, Vietnam and Thailand. Promoted to Captain, he served as the staff judge advocate at Bossier Base from 1963 to 1967. Later serving in the reserves, he concluded his service as Lieutenant Colonel in the International Law Division at the Pentagon in 1989. Upon retirement, he was awarded the Meritorious Service Medal. Thereafter, he served as professor for the U.S. Naval War College from 2000 to 2011. He later received the Sons of Confederate Veterans War Service Medal. Mr. Forman has been involved with Christ Church Cathedral, serving as senior warden and two four-year terms on the vestry. He has been a member of the Society of the Cincinnati in the State of New Jersey since 1966. He was also an incorporator of the Louisiana Cincinnati Association, serving as president from 1987 to 1989, for which he received a medal. Mr. Forman was an attorney for federal, state and local governmental agencies from 1969 to 1980. Furthermore, he was in private practice from 1977 to 1995. An AV Pre-Eminent Rated Lawyer via Martindale-Hubbell since 1986, he has written texts for two Louisiana State Historical Markers. He presently serves as Commander of the Louisiana Commandery for the Military Order of Foreign Wars. WILLIAM HARPER FORMAN JR.
