35 Millennium - A Marquis Who’s Who Magazine after three years of studying political science at the University of North Carolina at Chapel Hill. He also served in the Army National Guard as a military policeman from 1968 to 1974. Mr. Harkness’ most notable achievement in journalism was the founding of Governing Magazine and its website in 1987. Governing was designed to expand coverage of government from Washington to the states and localities, where he thought much of the innovation in both policy and management was taking place. Upon his retirement 20 years later, Mr. Harkness earned the title of editor and publisher emeritus. Mr. Harkness dreamed up the need for such a magazine while serving as executive editor and deputy publisher of the Congressional Quarterly (CQ) News Service. He worked at CQ for 20 years, starting as a reporter. In 1974, he won the Raymond Clapper Award for Investigative Reporting from theWhite House Correspondents Association. At the end of his career 44 years later, he was the recipient of the Donald Stone Practitioner Award from the American Society of Public Administration. Mr. Harkness continued writing for a decade after his retirement, mainly through the “Potomac Chronicle” column in Governing. He also became a fellow of the National Academy of Public Administration. He now serves on the boards of the Center for State and Local Government Excellence, Partners for Livable Communities and the national advisory board for KB Homes. Mr. Harknesswasproudest towitnessprestigious publications like the Washington Post, New York Times and the Atlantic follow Governing’s lead in taking state and local governmentsmore seriously. Having prestigious competitors meant the magazine was doing something right. Additionally, hewas exhilaratedwhen thenGovernor Bill Clinton told him at a National Governor’s Association meeting that he loved Governing. P eter A. Harkness’ career in journalism was inspired by his parents. His father was an NBC News anchor, and his mother co-wrote numerous articles with her husband for The New York Times magazine, the Saturday Evening Post, and others.
