LAWYER Harley Law Offices Santa Ana, CA JD from Temple University in 1971 and an LLM in criminal law from the University of San Diego in 1985. For the past 35 years, Mr. Harley has been a lawyer and principal with Harley Law Offices in Santa Ana, California. From 1977 to 1985, he was a partner at Cohen, Stokke & Davis and gained initial experience as assistant agency director with the Safeco Title Insurance Co. from 1975 to 1977. Over the years, Mr. Harley has taught as an adjunct professor at the University of California’s Paralegal Program and the Orange County Bar Association’s College of Trial Advocacy. Additionally, he is a former judge pro- tempore with the Orange County Courts and a trial advisory program instructor for the U.S. Marine Corps, Air Force, Navy and Army. AV-Rated by Martindale-Hubbell for 35 years, Mr. Harley has been named a Super Lawyer of Southern California since 2004. The author of the Orange County Trial Lawyers Association’s Drunk Driving Syllabus, he has also been named to the Top 100 Criminal Defense Attorneys of America, Top 100 Lawyers by National Trial Lawyers and the Top 1% of National Distinguished Counsel Top Attorneys in Orange County. For his years of military service, Mr. Harley holds a Decorated Navy Commendation Medal, Reserve Medal and National Defense Service Medal.
