From 1996 to 2003, Ms. de Zafra-Atwell was a senior programanalyst and the director of science education for the National Institute on Alcohol Abuse and Alcoholism in the National Institutes of Health. She edited “Personal Steps to a Healthy Choice: A Woman’s Guide” and “Identification of At-Risk Drinking and Intervention with Women of Child-Bearing Age: A Guide for Primary Care Providers.” She earned the 1997 Educator of the Year Award from the Federal Information Systems Security Educators’ Association, of which she was a founding member and president, and 1998 Equal Employment Opportunity Special Achievement Award. Post-retirement, Ms. de Zafra-Atwell served on the board of the Council of Former Federal Executives and Associates. She has also served as a long-term-care ombudsman representative and currently heads the formation of a local historic preservation group. P ersevering through early anti-feminist obstacles, Dorothea E. de Zafra- Atwell earned a BA in non-Western civilizations, magna cum laude, from the University of Rochester and received a master’s degree in public and international affairs from the University of Pittsburgh. For two years, she was the New England regional executive for the World University Service, then assistant to the director of the CUNY study abroad program. For five years, she was first a management intern, then a legislation and policy analyst for the U.S. Public Health Service (PHS). She became the Privacy Act Program Manager, health agencies’ information practices program coordinator and information systems security program manager. Ms. de Zafra-Atwell led the PHS in blazing a trail in the field of fair information practices, and policy development and implementation. She is proudest to have led a federal inter-agency work group that brought to fruition the first govern- ment-wide training standards in information sys- tems security across civilian agencies.
