123 Millennium - A Marquis Who’s Who Magazine ENERGY, ENGINEERING AND MANUFACTURING S upported by a Bachelor of Science in mechanical engineering from Oklahoma State University, Carl William Mangus is the past founder of TS&S Offshore Crane Services, a role he held from 2003 until his retirement in 2015. Serving such prominent companies as Shell Oil Company in engineering executive roles, he served Shell as a senior staff technical safety specialist and manager of regulatory affairs He built various natural gas plants as a project manager and project developer, and oversaw the pipeline installation of a plant in Little Creek, Mississippi. Prior to delving into his career in mechanical engineering and consultancy, Mr. Mangus was enlisted in the United States Air Force, where he served to the rank of staff sergeant and spent 39 months in Tokyo, Japan. In following years, he maintained affiliation with the Louisiana Engineering Society, the American Society of Safety Engineers, the Society of Petroleum Engineers, and the Gulf Coast Safety and Training Group. Likewise, he is a past member of the offshore operators committee of the American Petroleum Institute in New Orleans, Louisiana. Notably, Mr. Mangus had correspondence with the political staff of Washington, D.C., on domestic and United Nations issues. Within Washington, he was a committee member of the National Academy of Sciences, and spent time in Houston, Texas, as a special advisory ad hoc committeemember for the International Association of Drilling Contractors. As a testament to his success, Mr. Mangus received the American Petroleum Citation for Service from the American Petroleum Institute in 1987. However, despite this achievement, he cites a career highlight to be his participation in the building of natural gas plants, including offshore facilities. Married to the late Dorotha Marle Wood Mangus, Mr. Mangus has three children, two grandchildren and one great-grandchild. Born in Broken Bow, Oklahoma, he currently resides in Lacombe, Louisiana. In his spare time, he enjoys hunting, fishing, woodworking, swimming and boating. He received the Albert Nelson Marquis Lifetime Achievement Award.
