Judge Bufford has authored two books, over 25 law review articles and nearly 100 published opinions. He published two editions of his book, “United States International Insolvency Law.” He has lectured frequently throughout the U.S. and abroad on issues of bankruptcy law and legal ethics, and served as editor-in-chief of the America Bankruptcy Law Journal. Judge Bufford has taught over 25 seminars for judges and other professionals since 1991, including in Belgium, Greece, Korea, China, France, Oman, Egypt, Jordan, Albania, Algeria, Ecuador, Romania and Morocco. On September 11, 2001, he taught a seminar for Montenegro judges in Herzeg Novi. He has also conducted seminars in Los Angeles and consulted with visiting judges and government officials from numerous countries, including Russia, Serbia, China, Thailand and Romania. Judge Bufford served as visiting scholar-inresidence at the Penn State University Law School. He also served as Nomura Lecturer on Law at Harvard Law School, teaching a course in international and comparative insolvency law. Before becoming a federal judge, he was a law professor at The Ohio State University. He served on the board of directors of the Volunteers of America Los Angeles, where he spearheaded the acquisition of federal land for the construction of over 250 houses for homeless families in the San Pedro area. Judge Bufford earned his JD at the University of Michigan, where he was an editor of the Michigan Law Review and the Journal of Law Reform. He holds a PhD in philosophy from the University of Texas and was a philosophy professor for nearly 10 years. Judge Samuel L. Bufford is a retired United States Bankruptcy Judge in the Central District of California. Serving for 25 years as a bankruptcy judge in Los Angeles, he oversaw over 100,000 bankruptcy cases, including over 2,500 cases involving the reorganization of business under chapter 11.
