118 Millennium - A Marquis Who’s Who Magazine EDUCATION EXECUTIVE DIRECTOR Wisconsin Council of Administrators of Special Services Cedarburg, WI Holding a BS in English and Journalism from East Tennessee State University, an MS in English from Radford University, and an EdD in English and Education from the University of Tennessee, Dr. Delilah F. O’Haynes retired in 2020 after 43 years of teaching and after serving Concord University as a professor of English for 28 years. During her tenure, she created and managed the Creative Writing Program and was a policy committee member of the West Virginia Intercollegiate Council on Sexual Violence. A former instructor at universities across the Southeast, she completed over 100 hours of victim advocacy and safe zone training and acted as the visionary founder of Concord’s SART, the first SART on a West Virginia campus. Dr. O’Haynes is also an author and poet, having penned several books of non-fiction, poetry collections and novels. Receiving several accolades for her work, such as “Walk Free from Fear of Cancer,” “The Character of Mountains” and “The Gathering,” she was nominated for the AWA’s Book of the Year Award. She belongs to the Appalachian Authors Guild as a workshop leader and the Appalachian Center for Poets and Writers. PROFESSOR (RETIRED) Concord University Athens, WV DELILAH F. O’HAYNES, EDD GARY E. MYRAH Interested in psychology since his collegiate studies, Gary E. Myrah desired to pursue school psychology as he felt that a student’s formative years were the best time to make positive changes. Receiving an MS in education from the University of Wisconsin-Stout in 1977, he was hired by the Adams Friendship School District as director of pupil services, remaining there until 1984. For the following 27 years, he served Port Washington Saukville School District as director of special services. Since 2011, he has excelled as the executive director of the Wisconsin Council of Administrators of Special Services. Mr. Myrah has served as immediate past president, president-elect and president of the Council of Administrators of Special Education. A licensed school psychologist since 1977, he was also a fire and police commissioner for Port Washington, Wisconsin. To attest to his success, he received the 1997-1998 Director of the Year Award and Dan O’Sullivan Award from the Wisconsin Council of Administrators of Pupil Services, the 2000 Director of the Year Award and John Melcher Award from the Wisconsin Council of Administrators of Special Services, and a 2011 Blue Ribbon Award from Child Abuse Prevention Committee.
