Mr. Callins served as director of facilities services and maintenance at the University of New England, director of facilities services at Gloucester County Public Schools and supervisor of maintenance at Newport News Public Schools between 1999 and 2008. Between 1997 and 1999, he was director of facilities at Oakwood-Merriman Hospitals and maintenance operations coordinator for the County of York, Virginia. He was Director of Public Works for Southern Kuwait bases with CSA Limited between 2008 and 2011. Drawing upon a BS in Architecture from the University of Texas at Arlington and MA in Computer Resources Management fromWebster University, Mr. Callins is an Air Force veteran, serving over 20 years with Air Force bases in California, Nevada, Virginia, Texas and New Mexico. He also served abroad in Germany and Portugal. Involved in the military between 1978 and 1997, he retired from service as a civil engineering officer, most recently as the chief of the readiness branchof theAir Combat Command Directorate of Civil Engineering. He was honored with the Meritorious Service Medal with Four Oak Leaf Clusters and Air Force Commendation Medal with Two Oak Leaf Clusters.
