Retiring from the federal government in 1999, she concurrent received a certificate to become a deaconess, and has been serving as a deaconess for the Oakland Baptist Church since 1996. For a brief period, Ms. Terrell also owned Fran and Cal Travel Agency from 2006 to 2010. Notably, Ms. Terrell has been instrumental in engaging the City of Alexandria, Virginia, in incorporating the history of the African American community into the history of Fort Ward Park. Driven by the questions of “Where did they live?” and “Where did they go?”, Ms. Terrell wanted to document the legacies of African American from post-Civil War times to the present day. Today, the area is known as the Fort Ward Museum and Historic Site. Congruent to these efforts, she also served as a former member of the Ford Ward Seminary African American Descendants Society, a past president of the Seminary Civic Association from 2011 to 2021 and board member of the Seminary Hill Association since 2019. Engaged closely with her community, Ms. Terrell has been integral in the City of Alexandria’s efforts in preserving the history of African Americans. In past ages, African Americans did not have a cemetery to bury the dead; therefore, Ms. Terrell and her fellow association members collaborated with the local church to create the Ford Ward Cemetery and Altan Baptist Church Cemetery. She worked directly with the Ford Ward Seminary African American Descendants Society to ensure that the graves were preserved. She considers this moment a highlight of her career. Looking toward the future, Ms. Terrell intends to remain involved heavily with her community and local associations as long as she is able to do so. She is an active member of the NAACP and the Urban League. Inspired by her mother, who worked for the federal government, Frances Colbert Terrell desired to go into business administration.
