191 Millennium - A Marquis Who’s Who Magazine GOVERNMENT AND MILITARY entered active duty in 1965. As time progressed, he advanced through the grades to lieutenant general by 1994. During his military tenure, Mr. Blackwell served active duty in Vietnam for two combat tours, where he was a platoon leader and combat company commander between 1966 and 1968. Determined to further serve the country he loves, he served theU.S. Army across the globe in various assignments throughout Germany, Saudi Arabia, Iraq, Washington, D.C., and the States of Georgia, Washington, North Carolina and South Carolina. During his tours, he participated in Operation Desert Storm and the liberation of Kuwait. In 1994, Mr. Blackwell joined the Department of the Army in Washington, D.C., as deputy chief of staff for operations and plans, holding the position for two years within the Pentagon. Upon his retirement in 1996, he joined the Raytheon Company in 2000 as vice president of Integrated Command Control and Communications, and vice president of business development in the Network Centric Systems. During this time, he conducted work in communications systems, developing capabilities for the Army and international clients. Since 2012, he has served as an independent business consultant for PEB Consulting LLC, and has been the chief executive officer of Victory Six Advisors since 2018. In 1992, Mr. Blackwell earned an honorary LLD from his alma mater. He is especially proud of being the graduation speaker for the Class of 1992. Furthermore, he was a board member and board president of the Clemson University Foundation. A highly decorated combat veteran, Mr. Blackwell received numerous military awards, including the Distinguished Service Medal with Oak Leaf Cluster, Silver Star with Oak Leaf Cluster, Legion of Merit with Oak Leaf Cluster, Purple Heart, Bronze Star with V Device with Eight Oak Leaf Clusters, Combat Infantryman’s Badge, Senior Parachutist Badge and British Parachutist Badge. With initial intent on studying agriculture, Paul E. Blackwell Sr. attended Clemson University, graduating in 1963 with a Bachelor of Science.
