198 MILLENNIUM J ames A. Hixon is a lawyer and rail transportation executive with over 35 years of experience in the legal field. In pursuit to become the prestigious litigator and executive he is today, Mr. Hixon began his career as assistant tax counsel at Norfolk Southern Corp., in 1985. As the company grew and flourished, so did Mr. Hixon. After serving as an assistant, he was quickly promoted to general tax attorney. His diligence and passion helped him to become assistant vice president and tax counsel shortly after. He continued to work through the ranks, serving as senior vice president of employee relations, senior vice president of administration, and senior vice president of legal and governmental affairs. In 2004 he became the executive vice president of financial and public affairs and a year later became the executive vice president of law and corporation relations, a position he held until his retirement in 2016. Before making a home at Norfolk Southern Corp., Mr. Hixon was a partner at Soutzos & Pierson. He also served as a trustee on the National Railroad Retirement Investment Trust and maintains affiliation with the American Bar Association and the Virginia Bar Association. He has been a board member of the Virginia Arts Festival since 2008 and also serves on the Board of Visitors for the College of William and Mary, a position he has held since 2015. Previously he served on the Board of Visitors for Old Dominion University from 2002 to 2010. Mr. Hixon holds a Bachelor of Science from Virginia Polytechnic Institute, a Juris Doctor and a Master of Law and taxation from the College of William & Mary. James A.
