297 A Marquis Who's Who Magazine C harles Edward O’Connor Jr. has dedicated over 40 years to the legal field. His career had humble beginnings, with him serving as an election clerk for the County Commissioners Office in Philadelphia. Wanting to progress and achieve more, he went to school and obtained a Bachelor of Arts from LaSalle College in 1982. That same year, he began working as a parcel post machine clerk for the U.S. Postal Service in Philadelphia before being promoted one year later to a letter carrier. He utilized the skills and experience he gained there to obtain a position as a bail interview supervisor for the Philadelphia Court of Common Pleas and later received a Doctor of Jurisprudence from Widener University. Upon receiving his credentials, he continued to flourish in the legal field as law clerk and chief law clerk for Judge John T.J. Kelly, as deputy prothonotary for the eastern district of Pennsylvania, and executive director of the Legislative Reapportionment Commission. He currently serves as head legislator on the Reapportion Commission and is a 45th ward representative committeeman. Outside of his fruitful career, Mr. O’Connor was counsel for the Philadelphia Summerdale Boys Club from 1993 to 1997 and on the 2nd District Police Advisory Council from 1998 to 2004. He was a member of the 24th District Police Advisory Council, the 25th Ward Republican Executive Committee, the 53rd Ward Republican Executive Committee, the Friends of Summerdale Civic Association and the National Conference of Appellate Court Clerks. Mr. O’Connor has contributed his knowledge to the field as co-author of “Practical Tips for Navigating Appellate Courts,” published in 2006, “Winning Your Case on Appeal” published in 2007, and “Criminal Appellate Practice in the PA Superior Court” published in 2010.
