With over 53 years of experience, Dr. Manchester has served as the manager of the United States Federal Financial Agency since 2009. He has utilized his skills and knowledge to contribute articles to professional journals in the field. In 1964, he began volunteering with the Peace Corps in Colombia. Wanting to branch out to implement what he had learned and experienced, he served as a teaching associate at the University of Minnesota from 1966 to 1969. He later worked as an assistant professor at the University of Mary Washington and Catholic University of America, completing short terms at both. Before becoming the prominent economist he is today, he maintained consulting positions with the U.S. Department of the Treasury and Robert R. Nathan Associates. As he continued to excel and progress in his career, his leadership skills earned him roles with the U.S. Congress and Senate, the U.S. League of Savings Institutions, and the U.S. Department of Housing and Urban Development. Dr. Manchester is a member of the American Economic Association; the Society of Government Economists; the National Economists Club, for which he served as vice president and a member of the board of directors; and the Yale Club of Washington DC, where he was on the board of directors and vice president from 2004 to 2007. He earned a Bachelor of Arts from Yale University in 1964 and a PhD from the University of Minnesota in 1973.
