Beginning his career as a legal intern in 1976, he subsequently ascended the ranks to a deputy attorney general, senior deputy attorney general and division chief of the National Resources Division of the Office of the Attorney General in Boise, Idaho, between 1979 and 1986. For the following four years, he worked with the U.S. Environmental Protection Agency as a regional administrator, where he notably worked on cleaning the Alaskan oil spill as a result of the Exxon Valdez. Mr. Russell holds a BS in political science and public administration and a JD from the University of Idaho. Admitted in Idaho and Washington State, as well as before the U.S. Court of Appeals for the Ninth and Federal Circuit, the U.S. District Court for the District of Idaho and the U.S. Supreme Court, among other courts, he has been AV Rated through Martindale-Hubbell and been honored with myriad accolades throughout his career. Since 1981, he has served as an advisor for the Association of Idaho Cities. Since 2016, Mara M. Sanger has excelled as the clerk of the district court in Carbon County, Wyoming. In her role as clerk, she is exceptionally proficient at maintaining public records and providing customer service to citizens who enter the courtroom, as well as increasing public knowledge of the court system and helping individuals who cannot afford legal fees. Attributing her success to the leadership of the clerks and judges who came before her, Ms. Sanger emphasizes that the highlight of her career has been her present position. She was especially influenced by the tutelage of Judges Wade Waldrip and Dawnessa Snyder, as well as former Clerks Lindy Glode and Deborah Olson. Alongside her primary vocation, Ms. Sanger often volunteers at a snack bar for the local fair and donates funds to the local school district for children. She has maintained membership with the Philanthropic Educational Organization (PEO), promoting education opportunities for women, and Job’s Daughters, for whom she served as a former guardian.
