Smith graduated with honors from the University of Colorado School of Medicine in Denver with an MD in 1981. Completing residencies in internal medicine, neurology and psychiatry at Walter Reed Army Medical Center, he served as chief resident until 1985. During this time, Dr. Smith served in the United States Army, rising to the rank of major and serving in the Third Infantry Division as an assistant surgeon and chief of mental health, and as a forensic consultant for the U.S. Secret Service in Europe. Following his departure from the military in 1988, he served as chairman of the department of psychiatry at Catskill Regional Medical Center until 1993 and as chairman of the department of psychiatry at Benedictine Hospital from 1993 until his retirement in 2011. Concurrently, he was also the chief executive officer of Prism Medical Systems in Saugerties, New York, from 2000 to 2011. During this time, he invented the Prism Electronic Health Record System. Board certified in forensic psychiatry and general psychiatry, Dr. Smith has excelled as chairman of the Law Enforcement Task Force since 1997. He is a distinguished life fellow of the American Psychiatric Association and member of the American Academy of Psychiatry and Law, as well as served on the board of the American College of Forensic Examiners. A published author as well, he co-authored “School Safety: One Cheeseburger at a Time” in 2020. In light of his outstanding body of work, Dr. Smith has received a myriad of accolades. The recipient of a Meritorious Service Medal from the U.S. Army, he also earned the Meritorious Citizenship for Justice award from the New York State Senate in 2000, the Kenneth Artiss Award from Walter Reed Army Medical Center in 1985, the Upjohn Achievement Award in 1980, the Archibald Buchanan Award in 1978 and the Jacon Vanek Award in 1976. Looking forward, Dr. Smith intends to begin compiling stories he has experienced throughout his career.
