127 Millennium - A Marquis Who’s Who Magazine ENERGY, ENGINEERING AND MANUFACTURING Drawing upon a Bachelor of Science in civil engineering from the University of Wisconsin-Platteville in 1996, James E. Rabe commenced his career as a summer intern in the engineering department of the City of Oshkosh, Wisconsin. As time progressed, he soon began serving the City of Oshkosh in several roles, including as a civil engineer in 2006 and as a civil engineering supervisor between 2006 and 2015. Since 2015, Mr. Rabe has excelled as the director of public works, where he currently leads the engineering department. A licensed professional engineer and a certified professional in erosion and sediment control, Mr. Rabe has maintained affiliation with several leading organizations in his areas of expertise. He is a member of the American Public Works Association, the National Society of Professional Engineers and the Fox-Wolf Watershed Alliance. Additionally, he is a member of the leadership council and a committee chairperson for the Northeast Wisconsin Stormwater Consortium. Civically engaged as well, Mr. Rabe supports his local chapter of the United Way, as well as the American Cancer Society and St. Jude Children’s Research Hospital. Early in life, Mr. Rabe was influenced by his parents; his mother was a teacher and his father worked at a cabinet business. Instilling a diligent work ethic in the young Mr. Rabe, he was taught the significant value of education and hard work. He attributes his success to the skills he acquired while pursuing his college education, and he notes that much of his current accomplishments are due to the presentations and public speaking engagements he conducted during college. From these experiences, Mr. Rabe developed a keen sense of speaking concisely, as well as a level of comfort in a crowded room. For his achievements, Mr. Rabe was honored with the 2016WatershedHero Award from the FoxWolf Watershed Alliance and the 2015 and 2016 Excellence in Project Design and Implementation Awards from the Wisconsin Association for Floodplain, Stormwater and Coastal Management.
