PETRA SEIDLER TEAM LEADER COWI Wandlitz, Germany Dr. Petra Seidler is an internationally known economic development consultant who has worked on behalf of the European Investment Bank’s Ukraine Municipal Infrastructure Program, COWI, since 2018. Serving COWI as a team leader and strategic consultant, Dr. Seidler cultivated an interest in change management at a formative age, having always sought challenging obstacles to which she could apply her diligent work ethic. Serving in her industry for over 35 years, she has focused her recent work on empowering areas across the globe that have experienced natural disasters and political strife, all while leveraging infrastructure growth and rebuilding financial and market stability. Notably, COWI is an €800 million joint project with the Ministry of Communities and Territories Development of Ukraine and the Ministry of Finance of Ukraine. Earlier in her career, Dr. Seidler served in instrumental roles throughout Central Europe and the Middle East, which included projects to bring electricity to rural areas of Afghanistan and launch a clinic for women’s health care in Kabul. Beginning this venture in 2006, she served in Kabul as a project director and change management expert for corporatization and commercialization of DABS, the national power utility company, and subsequently served as an advisor to the board of directors and senior management by 2010. Concurrently, Dr. Seidler was recognized as the head of economics and policy for MVV decon GmbH in 2008, as well as the finance director and head of the press office at Darya Management. Remaining in Afghanistan until 2018, she also served as the program head for the German KfW Financed Regional Infrastructure Development Programme for 13 years prior to obtaining her present role with COWI. Dr. Seidler began her career in 1986, whereupon she served the Association of German Co-Operatives for four years in such roles as an assistant to the head of the department of finance and economy and the head of the financial sector of cooperative industry in Berlin.
