For his accomplishments, he was featured in Vantage Point in 2017 and The Lancaster News in 2018, as well as received a myriad of accolades. Recognitions include the VA Energy Engineer of the Year Award in 2018 and 2022; Federal Energy andWater Management Award in 2007, 2011, 2014 and 2019; Texas Environmental Excellence Award in 2017; VA Sustainability Achievement Award in 2014 and 2015; and the National Veterans Energy Team Award in 2009. Mr. Hagins is also a decorated Gulf War veteran, receiving the Air Force Commendation Medal and National Defense Medal for his redesign of airborne video recorders used for air combat and reconnaissance missions during Operation Desert Storm. Looking forward, Mr. Hagins intends to ease into retirement. Samuel E. Hagins began his career in the United States Air Force as an electrical engineer and acquisitions officer. He served three tours active duty, earning the rank of captain before accepting a civilian position as energy manager at Sheppard Air Force Base in Wichita Falls, Texas, in 1997. Remaining at Sheppard until 2007, he was subsequently recruited to the Amarillo VA Health Care System, where he remains today as energy manager. He has implemented energy conservation initiatives in solar photovoltaics, ice thermal storage, high-efficiency lighting, automated climate control and load deferral. Many of his initiatives were in first-ever use at time of implementation, but are now firmly established in everyday use. Mr. Hagins gives tours of these innovations at the Amarillo VA to local schools and civic groups wanting to learn more about energy conservation. He has also been a featured speaker at national energy conferences to advance renewable energy and green building technologies.
