An alumnus of Harvard College, Mr. Briggs graduated cum laude with a Bachelor of Arts in English in 1965, followed by service as an officer in the United States Navy, where he served two tours in Vietnam. Upon his return, he matriculated at the Georgetown University Law Center, graduating with high honors in 1972. In addition to his substantial legal writing, he is a founding editor of The Chesapeake Observer, which publishes news, commentary and criticism.
