From 2000 until he retired to devote himself to family businesses, Mr. Dyer served as chief operating officer of the Centers for Medicare and Medicaid in the Federal Department of Health and Human Services, deputy commissioner for operations and chief operating officer of the Food and Drug Administration, president of strategic health solutions, consulting with Fortune 500 and small businesses, andpresident of RHISAHoldings, Inc., his family company based in Guatemala. Earlier, Mr. Dyer was involved with the Social Security Administration, where he served as principal deputy commissioner and chief information officer from1995 to 2000. Prior, he was deputy commissioner for finance andmanagement from 1988 to 1994. Before joining SSA, he was chief financial officer of the Health Care Financing Administration. He commenced his career in 1973 as a budget examiner and became a branch chief in 1981 at the Office of Management and Budget, Executive Office of the President. Mr. Dyer is proud of his instrumental role in establishing the Medicare Prescription Drug Program and his involvement in improving the quality of service offered by SSA. He aided in advancing overall systems and management of federal agencies and working toward innovative methods to finance and deliver health care. He reflects that he was fortunate to have worked with outstanding civil servants and commissioners who put the public interest first. Mr. Dyer received a Meritorious Presidential Rank Award from three U.S. presidents and the highest Presidential Rank Award of Distinguished Executive from former President George H. Bush. Prior, he received the Roger W. Jones Award for Executive Leadership. Looking forward, he intends to continue his involvement with his church, local community groups, various charities and his family businesses. Since 2017, John R. Dyer has retired from a career in the public federal sector, private sector and family businesses. He continues as president of his own company, Jarrett Associates, Inc., which he has used to manage the management and information technology consulting roles he has held.
