He attended the University of Alabama, receiving a Master of Accountancy in 1988. He later achieved a Master of Strategic Studies from the United States Army Senior Service College in 2008. He has also been certified as a Public Accountant and Certified Defense Financial Manager for Acquisition. To commemorate his achievements, Mr. Fowler has received commendations, the highest military award being the Legion of Merit and the highest civilian award being the Meritorious Civilian Service Award. He attributes his successes to his family and many colleagues, mentors, soldiers and civilians with whomhe served. He is proud to been part of the revitalization of the Army Special Operations Forces. In retirement, Mr. Fowler continues to serve his fellow veterans through the Special Forces Association and enjoys the company of his family. Honorably serving in and working for the U.S. Army for 50 years, Billy G. Fowler is a leader and exceptional resource manager. During his service, he served in combat arms and sustaining base organizations and in the Training and Doctrine Command. As an active service military officer for 23 years, he reached the rank of lieutenant colonel, and as a civilian for 27 years, reached the grade of GS-15 as an army civilian comptroller. During his 50 years with the Army, he served over 20 years outside the U.S. in every theater of operations the Army had: posts, camps and stations. His assignments were with the USAJFK Special Warfare Center and School and the Pentagon’s Army Staff, the 7th Special Forces in Panama, on the staff of the Army in Japan and in the Army in Germany. After retiring in 2017, he moved to Baton Rouge, where he now resides. Prior to beginning his career, Mr. Fowler studied at the University of Southern Mississippi, earning a BS in business administration in 1972. While at USM, he became a member of the Army ROTC, was commissioned a second lieutenant, graduating as a distinguished military student and reported for active service at Fort Benning, BILLY G.
