Russell National Wildlife Refuge Complex Whitefish, MT PLANNER Puerto Rico Planning Board San Juan, Puerto Rico DEBORAH A. GOEB Deborah A. Goeb joined the Charles M. Russell National Wildlife Refuge Complex in 2002, where she first served as a refuge officer. Named senior federal wildlife canine officer in 2014, she retired from her profession in 2021. Earlier, she was the first full-time female officer to serve as a refuge officer in the lower 48 U.S. states, serving the Crab Orchard National Wildlife Refuge from 2001 to 2002. Likewise, she was a law enforcement officer for the Wisconsin Department of Natural Resources at the Richard Bong State Recreation Area and Northern Highland American Legion State Forest between 1994 and 2000. Beginning her career in 1987, she served Peninsula State Park in Wisconsin, followed by tenures with the U.S. Park Service at Mount Rushmore. Holding a bachelor’s degree in wildlifemanagement biology from the University of Wisconsin-Stevens Point, Ms. Goeb trained at the State of Wisconsin Police Recruit Academy and Federal Law Enforcement Training Center, graduating first in her class. She was bestowed with the 2021 Distinguished Service Award, 2017 Valor Award and 2014 Exemplary Service Award from the U.S. Department of the Interior, among many other accolades. With more than 30 years of experience in the field of local government, Juan Jiménez-Vélez has fostered a successful career as a planner with the Puerto Rico Planning Board. In this role, he is responsible for analyzing land-use policies, codes and territorial plans for various municipalities. Furthermore, as an interagency coordinator with the Puerto Rico Emergency Management Bureau, Mr. Jiménez-Vélez operates in conjunction with the 249th Engineer Battalion of the United States Army Corps of Engineers to assess Puerto Rican power plants. As part of his vocational journey, Mr. Jiménez-Vélez cultivated a formal education at the University of Puerto Rico, where he earned a bachelor’s degree in geography and a master’s degree in planning. In addition to his academic credentials, he is licensed as a planner and geographer in Puerto Rico. Throughout his career, Mr. JiménezVélez has attributed much of his success to his perseverance and dedication. In the near future, he intends to write a book on geography and policymaking, and he also hopes to become either a formal member or the chairman of the Puerto Rico Planning Board. JUAN JIMÉNEZ-VÉLEZ
