286 Millennium - A Marquis Who’s Who Magazine HEALTH AND WELLNESS Backed by over two decades of experience in health care, Dulce Esteves Fernandez has excelled as director of quality management for Inland Empire Health Plan since 2019. In this capacity, she oversees a staff of 25 individuals, maintains the qualitymanagement department budget, trains new nurses, enhances quality processes and oversees potential quality incident processes, as well as various types of audits. In addition, she is a member of the peer review committee, quality management committee and quality improvement subcommittee. Prior to her current post, Ms. Fernandez worked for L.A. Care Health Plan over the course of 20 years. She began working as a senior FSR specialist in 1999, remaining in the role through 2013. She went on to become the manager of facility site review in 2008 and senior manager of facility site review in 2016. From 2018 to 2019, she was the director of provider support services. Earlier, Ms. Fernandez worked in a hospital setting for over one year, as well as in home health. Ms. Fernandez earned a BSN from Mount Saint Mary's University in 1994. Additionally, she holds certifications as a Department of Health Care Services Certified Master Trainer through the California Department of Health Care Services (DHCS) and as a public health nurse through the California Board of Registered Nursing. Finding vast success throughout the course of her career, Ms. Fernandez earned a Special Acknowledgement Quality Award and a Most Improved Quality Award through the California Department of Health Care Services in 2008. A featured member in Covington Who's Who in 2014 and named to the Tier of Excellence by Oxford Who’s Who in 2015, Strathmore's Who's Who Worldwide honored her a Woman of Excellence and Professional of the Year, both in 2017. Attributing her success to her drive, Ms. Fernandez is especially proud to have networked, both personally and professionally, to reach her career goals. Looking toward the future, she aims to continue in her current role to improve the health care and services provided in the communities served while also maintaining a healthy work-life balance.
