355 LAW AND LAW ENFORCEMENT With over 35 years of experience to his credit, David P. Metzger, Esq., has cultivated a career of excellence in the field of law. In 2006, he joined Arnold & Porter Kaye Scholer LLP, where he served as a partner until retiring in 2016. Over the course of his career, he practiced federal contracting law, specializing in the Small Business Innovation Research (SBIR) program. Mr. Metzger contributed to the drafting of the Federal Acquisition Regulation, a unifier in government procurement regulation in the United States. As part of his vocational duties, Mr. Metzger also worked extensively with the Small Business Administration for four years as the Director of Innovation and Procurement Policy. He also previously taught federal procurement for three years. Ever dedicated to his profession, he has remained affiliated with several industry-related organizations, including the Small Business Technology Council. He also assists his Homeowner’s Association. Before embarking on his vocational journey, Mr. Metzger pursued a formal education, receiving a JD from the University of Wisconsin-Madison in 1974. Since retiring from practicing law, Mr. Metzger has taken to writing and has authored several books since 2017. He first wrote “While the Nation Slept: The Struggle of Innovative Small Business in the U.S.,” published by Mascot Books in 2017. His four children’s historical fiction books include “Patrick: The Adventures of an Early American Boy” in 2019, “Patrick: Adventures Along the Oregon Trail” in 2020, “Patrick: Adventures in Early Little League” in 2021 and “Betsy: The Adventures of an Early American Girl” in 2022. In light of his many accomplishments, Mr. Metzger attributes much of his success to the guidance of his many mentors. He naturally gravitated towards a career in law from a young age, and individuals such as Jim Hostetler assisted him in cultivating his skills and talents.
