Mr. Feliciano received a BA in political science from Rutgers, the State University of New Jersey, in 1979. During this time, he served as a coordinator for the campaign of Barbara Kalik as state assemblyperson, as well as her legislative aide between 1978 and 1979. Mr. Feliciano joined the New Jersey State Parole Board in 1979 as a confidential agent and went on to achieve positions of increasing responsibility. Serving thereafter as a principal parole counselor and hearing officer, he was responsible for conducting 20 hearings per day, among other duties. Later in his career, he served the New Jersey State Parole Board as a legislative and community liaison between 2001 and 2006. Prior to his retirement in 2010, Mr. Feliciano excelled as the chief of legislative affairs and community research for four years. In his myriad of roles, he maintained relationships between the parole board and state legislature, including lobbying former Governor Richard Codey to approve the confidential status of hearing officers in New Jersey. Outside of his primary career, Mr. Feliciano involved himself in political circles as a founding member of the New Jersey State Hispanic Task Force, affiliated with the New Jersey State Democratic Party, in 1992 and as a coordinator for the reelection of former Governor Jim Florio in 1993. Likewise, he briefly took a hiatus from the New Jersey State Parole Board in 2001 to serve as the deputy manager for the campaign of James McGreevey for governor. As a testament to his success, Mr. Feliciano has received numerous accolades, including the National Boriqua Latino Health Organization Award, the Outstanding Community Service Award and the Outstanding Hispanic-American Award, among many others. Supported by over 40 years of excellence in public service, Efrain Feliciano first entered the field following service in the U.S. Navy during the Vietnam War.
