232 Millennium - A Marquis Who’s Who Magazine GOVERNMENT AND MILITARY With over six decades of experience, Arlouine Gay Kingman has cultivated a career of excellence in the fields of education and administration. Her career began with her first teaching position after graduating from college in 1963. With a keen focus on the betterment of Native American tribes in the northern United States and the protection of their sovereignty, she has served in many capacities, including principal, superintendent and college president, and in many administrative positions and as the executive director of the Great Plains Tribal Chairmen’s Association since 2000. In this role, Ms. Kingman is primarily responsible for communications, policy, successful media public relations, lawsuit analysis, and meeting with the United States Departments of Government, including Justice and Interior, to relay information on what the Tribal Governments of her organization require. In addition to her administrative positions in education, Ms. Kingman previously served national organizations such as the Indian Gaming Association from 1992 to 1998 as the director of public affairs and the Seminar Institute. As a co-founder of the association, she helped manage national meetings and worked with regional organizations, such as Tribal Governments and members of Congress and the media to develop successful media campaigns and public policy documents. Ms. Kingman was asked by her colleagues to assist with the revival of the National Congress of American Indians in Washington, D.C. Operating as the executive director from 1989 to 1992, she oversaw the development of several prominent projects and legislation and restored the organization’s positive standing in the capital. Adjacent to her central professional duties, Ms. Kingman also dedicated herself to civic advocacy within her community. She is deeply committed to the success of her people and the Sovereignty of Indian Nations. She is known for understanding and helping others wherever and whenever she is needed.
