She has also served as a member of the Transportation Committees of the Los Angeles Business Council and the CMAA since 2022. From an early age, Ms. Palmer recognized her desire to become a scientist to ensure the safety and welfare of her community. As such, she has found countless opportunities to excel in this regard, most notably becoming the first woman to become president of the Professional Engineering Society of Kentucky and receiving the Young Engineer of the Year Award from the Commonwealth of Kentucky. Ms. Palmer hopes to continue mentoring younger engineers in the coming years, and she looks forward to serving on the infrastructure coordination committee for the 2028 Summer Olympics, which will be held in Los Angeles, California. Charlene R. Palmer leverages four decades of professional experience as a proven leader in the field of engineering. Specializing in infrastructure and construction, she has overseen numerous operations in Southern California over the course of her career. She recently joined TRC Companies, Inc., as vice president and regional manager in 2022. The firm is well-regarded for its global consulting, engineering and construction management services and its strong focus on environmental health. Ms. Palmer previously served as the owner, director and curator at the C Gallery on Broadway, a fine arts gallery located in New York City, from 2019 to 2022. She was also a principal in Southern California between 2016 and 2022, overseeing the National Counselor Examination (NCE) in her region during her tenure. Before embarking on her vocational journey, Ms. Palmer cultivated a formal education, attending The Ohio State University and achieving a BS in environmental science and a BS in civil engineering. As part of her dedication to her profession, Ms. Palmer maintains affiliation with several organizations, including the American Consulting Engineer’s Council (ACEC), part of the Los Angeles Liaison Committee; Construction CHARLENE R.
