SEIBLY Leveraging five decades of professional experience, Robert “Robb” L. Seibly has excelled as the president of the Retired Employees of Kern County since 2018. The organization is dedicated to supporting all former employees of Kern County, California, by preserving their earned benefits and promoting their general welfare. Operating at the head of the organization, Mr. Seibly oversees personnel training and human resources leadership, management and training. Mr. Seibly previously served as a senior human resources analyst for Kern County from 2000 to 2018. Before beginning his professional career, he served in the United States Army from 1970 to 1990, earning the rank of major. Mr. Seibly also pursued a formal education at the California Polytechnic State University, earning a Bachelor of Science in electrical engineering in 1969. Outside of his primary duties, Mr. Seibly remains active as a member of the Military Officers Association of America. He also serves on the board of directors of the Kern County Employees’ Retirement Association. In light of his fulfilling career, he has largely attributed his success to his caring nature and desire to help others. Drawing upon over 40 years of professional experience, Deborah L. Williams has cultivated a career of excellence in public policy and military service. Having operated with Rotary International since 2009, she was recently inducted as district governor for District 6890 in 2021, making her the first woman of color to take such a position for the organization. Prior to beginning her vocational journey, Ms. Williams honorably served with the United States Army from 1978 to 2005 as a military intelligence officer. Ms. Williams previously pursued a higher education, earning a bachelor’s degree in law enforcement and corrections at The Pennsylvania State University in 1974 and a master’s degree in administration of criminal justice at the University of Pittsburgh in 1981. She has also remained active as a member of the Delta Sigma Theta Sorority, Inc., for over 50 years. Well-regarded for her professional accomplishments, Ms. Williams has been honored with several accolades, including being named Rotarian of the Year by the Rotary Club of FishHawk-Riverview in 2009.
