298 Millennium - A Marquis Who’s Who Magazine Since 2001, Dr. Jorge Garcia-Sais has served as founder and president of Reef Research Inc., through which he was the principal investigator for the Puerto Rico Coral Reef Monitoring Program between 1999 and 2022 under contract through the Department of Natural and Environmental Resources. Alongside this appointment, Dr. Garcia-Sais has been a professor, marine scientist and researcher at the University of Puerto Rico for over 30 years, commencing his tenure at the university in 1980. He holds a BS and an MS from the University of Puerto Rico, as well as a PhD in biological oceanography from the University of Rhode Island. Dr. Garcia-Sais has been a grantee in the field through the NOAA and currently serves as a consultant for various private companies, where he designs research methodologies and field approaches for the evaluation of environmental impacts. He has also contributed articles in scientific journals, has been a reviewer for international publications and is a member of the science and statistics committee of the Caribbean Fishery Management Council. In light of his outstanding feats, Dr. Garcia-Sais was honored as Coral Reef Researcher of the Year in Puerto Rico in 2006. PRESIDENT Reef Research Inc. Boquerón, Puerto Rico Dr. Roger K. McLimans is a geological consultant with 50 years of experience. From 1988 to 2013, he was a DuPont Research Fellow, leading programs in global exploration and processing of new ores for titanium dioxide production, including provenance via trace element geochemistry and employed microscopy, microprobe, XRF, SEM and remote sensing. In 2009, he was a geologist on a Danish expedition along the West Coast of Greenland, having then worked for Chemours Co., leading programs in geology and geophysics to define reservoirs for process waste injection. He also served as senior research scientist and supervisor of chemical and carbonate geology at ConocoPhillips, assistant professor of economic geology at Northern Illinois University, and field geologist at Lindgren Exploration and the Resource Association of Alaska. Dr. McLimans received the George C. Matson Best Paper Award at the 1981 Annual Meeting of the AAPG and Best Paper Award at the 1975 Penn State Graduate Student Colloquium. He was co-inventor of a laser-enhanced oil correlation system that received a U.S. patent in 1991. He holds a BS in geology from University of Wisconsin, MS in geology from University of Minnesota-Duluth, and PhD in geochemistry from Pennsylvania State University.
