LeBoeuf has cultivated a fulfilling career in the fields of public safety and security, leveraging over 40 years of professional experience. She is a co-founder of The Focused Mind LLC, a nonprofit group focused on enhancing individual career goals and businesses growth strategies through coaching. Previously, Ms. LeBoeuf excelled as the senior advisor for the United States Citizenship and Immigration Services (USCIS), under the Department of Homeland Security (DHS). As part of her duties, she focused on project optimization through coaching sessions and information technology (IT) improvements. Over the course of her career, Ms. LeBoeuf has worked as a program manager, systems engineer and software architect for the United States Army, Logistics Management Institute, SAIC and Defense Systems Management College. To wit, she has enhanced opportunities and improved preparedness for individuals, projects and organizations, and she is particularly proud of her life-saving work on drones for the Army’s future combat systems. To commemorate her dedication to excellence and leadership in her industry, Ms. LeBoeuf has received numerous accolades, including the Department of Defense Award for Excellence and, more recently, the Director’s Award from the USCIS DHS in 2016. CO-FOUNDER The Focused Mind LLC Springfield, VA Norman S. Liang has cultivated a career of excellence as a multifaceted professional, leveraging over 20 years of professional experience. Since 2005, he has served as an independent startup connector, community builder and business advisor. He primarily works alongside businesses and professionals in the Asian American community, with a keen focus on inclusion and representation for new businesses and ideas. Mr. Liang has similarly worked with other communities from Brazil, Peru, Argentina, Germany, France and the United Kingdom. As part of his business endeavors, Mr. Liang is also a co-founder and partner of IDNext Partners, which he helped initiate in 2019. Furthermore, since 2015, he has excelled as a co-president and board member of the Asia America MultiTechnology Association. As part of his vocational journey, he previously pursued a formal education, achieving a BA in economics at Haverford College in 1998. In his other civic-minded pursuits, he maintains his support for the Center for Asian American Media in Northern California. Likewise, in accounting for his accomplishments, Mr. Liang is particularly proud to be able to participate in the creation of pioneering technologies and brands.
