606 Millennium - A Marquis Who’s Who Magazine LAW AND LAW ENFORCEMENT Millennium Magazine Featured Listee JUDGE CHARLES DAVID BURNETT CITY ATTORNEY Burnett Law Osceola, AR Judge Charles David Burnett presently serves as the city attorney for Osceola, Arkansas, a position he was appointed to by the city council in 2021, and the latest in over five decades of public service. In this capacity, he handles all legal matters at the city-level, be it contract review, preparing deeds or overseeing transactions when necessary, as well as attending city council meetings. Hailing from a storied career in legal service, Mr. Burnett initially studied history and political science at the University of Arkansas, from which he received a Bachelor of Science in 1963. Following this accomplishment, he went on to graduate with a Juris Doctor in 1966, and he was subsequently certified and trained at several academic institutions, including the University of Nevada Judicial College, the University of Memphis and the University of Oxford England Durham College. He was first admitted to practice law by the Supreme Court of the United States in 1966. Before opening his first law practice, Mr. Burnett served for two years in active duty as a member of the United States Army, during which time he was deployed to Vietnam. He rose to the rank of a captain in the Military Police Corps and was bestowed with a Bronze Star and Army Commendation Award in honor of his service. Following his return home, he practiced law in Osceola and served as a prosecuting attorney for the Second District for eight years, culminating in his election as the circuit court judge in 1982. Mr. Burnett went on to hold this role for nearly 30 years, and served as the chief judge of the district from 2007 to 2009. Following his retirement, Mr. Burnett stood for Arkansas State Senate election for the 15th District, later winning in 2010. He was subsequently re-elected to his office in the 22nd District in 2012, following a redistricting. As a state senator, he served on numerous committees and distinguished himself through his roles as chairman of various subcommittees, chairman of the Joint Performance Review Committee and vice chairman of the City, County and Local Affairs Committee for the 88th General Assembly, a position he would continue to hold into the 89th General Assembly.
