616 Millennium - A Marquis Who’s Who Magazine LAW AND LAW ENFORCEMENT For over 50 years, Michael L. Baughn has served his community as an educator, law enforcement officer and government administrator. After receiving a BA in education with a minor in sociology from Asbury University in 1970, he served as a deputy sheriff in Logan and Thomas Counties, Kansas, as well as a deputy city marshal in the city of Brewster. He remained with the Thomas County Sheriff’s Office from 1971 to 2009, becoming sheriff in 2005. While in law enforcement, Mr. Baughn received a national law enforcement accolade for his participation in a national law enforcement officers’ program sponsored by the Fraternal Order of Police. Mr. Baughn also taught in the Brewster Unified School District from 1970 to 1976, during which time he pursued an MS in secondary education administration from Fort Hays State University. Once he obtained his degree in 1976, he became a principal in Brewster until 1981. Afterward, he excelled as a criminal justice instructor at Colby Community College for two years. Among his other accomplishments, Mr. Baughn was elected mayor in 1974, a position he maintained until 2007. As the chairman of the Hi-Plains History Commission, Mr. Baughn oversaw the renovation of the 1906 courthouse and led the community in supporting the construction of a criminal justice center, which includes law enforcement, courts and a jail. Since 2013, he has operated as the third district commissioner of Thomas County. Though he is currently pursuing a fourth term as third district commissioner, he intends to retire once he has reached 16 years in the position. For over 12 years, Mr. Baughn has led the congregation of Brewster Methodist Church as a lay pastor, and as he approaches retirement from his other positions, he is also searching for a successor to take his place within the congregation. Planning for his future, he intends to reconnect with his passion for history and visit historical sites across the United States, as well as document the history of the Great Plains. MICHAEL L.
