Among his lobbying efforts with the group, he played an instrumental role in changing the Civil Code of Quebec and in combating the instatement of a parking tax by the governments of Quebec and British Columbia and federally, amending the Canada Interest Act to facilitate closed mortgage financing of longer than five years. In honor of his accomplishments at the ICSC, Mr. Carsley was bestowed with the Trustee’s Distinguished Service Award in 2006, the retail real estate industry’s highest award. He has held many leadership positions in the organization, and he currently participates in the ICSC Foundation student mentorship program. Often labeled as the best teacher in his firm, Mr. Carsley devotes considerable time and effort to imparting the knowledge accumulated during his 47 years of practicing real estate law. To wit, he derives much fulfillment from seeing his young protégés succeed. Leveraging a wealth of experience in real estate law, Fredric L. Carsley was a partner at De Grandpré Chait Avocats (DGC), a prominent Montreal-based legal firm in Quebec, from 2004 to 2018. Today, he continues to serve of counsel. Acclaimed for his local real estate industry insight, he has long been considered a valued resource by prominent developers, retailers and investors, with key clients situated beyond Quebec’s borders. Wellregarded by his peers, Mr. Carsley is recognized in Chambers Canada, Best Lawyers and Lexpert. He also holds an AV rating from MartindaleHubbell, and he has been a fellow of the American College of Mortgage Attorneys since 2012. Mr. Carsley earned a Bachelor of Arts in 1971 from Loyola College in Montreal. He subsequently attended McGill University Law School, from which he received a Bachelor of Civil Law and a Bachelor of Laws in 1974 and 1975, respectively. He started practicing with a forerunner of DGC, and he was a partner at another Montreal firm until 2004. Afterward, he returned to what is now DGC, and for several years, he chaired the real estate department.
