638 Millennium - A Marquis Who’s Who Magazine LAW AND LAW ENFORCEMENT For over three decades, Kevin P. O’Neil has maintained success in law enforcement, private investigation and consulting. After graduating from Assumption University in 1991 with a Bachelor of Arts in business management, he joined the Norfolk County Sheriff Department in Dedham, Massachusetts as deputy sheriff. In 1992, Mr. O’Neil moved to become a detective lieutenant with the Massachusetts State Police, where he remained until 2019. In 1999, Mr. O’Neil established Pro Active Criminal Enforcement with other members of the Massachusetts Police to educate law enforcement personnel about proper conduct and procedure. Deeply motivated to help improve and educate law enforcement officers, he continued teaching after departing the police force, becoming the lead instructor for a hidden compartment class and an associate instructor of the basic narcotics class at Nobel, a training program for first responders, the military and federal agencies. Since 2023, Mr. O’Neil has been an instructor with the Municipal Police Institution. In addition to teaching, after his retirement from active duty in 2019, he started his own private investigation business, O’Neil Investigations. Mr. O’Neil is an expert in federal wiretap investigations, detecting hidden compartments, search and seizure procedures, correctional facility procedures, inmate behavior modification tactics and conflict resolution skills. He continued his education as a mid-career professional, earning a Master of Arts in criminal justice at Anna Maria College. He has managed complex cases involving multiple agencies and prides himself on being team-oriented. A third-generation police officer, Mr. O’Neil has an extensive and decorated record in law enforcement and is committed to maintaining the same standard of excellence in his staff.
