139 Millennium - Seventeenth Edition BUSINESS SERVICES, CONSULTING AND HUMAN RESOURCES Lawrence David Goldstein is a proven expert in transportation, finance and infrastructure development consulting. In 2007, he joined the National Academies of Sciences, Engineering, and Medicine as a senior program officer for the Transportation Research Board’s Cooperative Research Programs. Until his retirement in 2021, he managed research studies addressing the implementation of infrastructure projects for transit, airport and highway systems. He is particularly proud to have led a graduate research award program that brought in over 150 students over the course of 12 years, many of whom later pursued their own worthwhile careers. Before joining the National Academies, Mr. Goldstein’s helped create analytical methods to quantify the impact of transportation infrastructure investments. His work also helped create transit station joint development projects through innovative public-private financing programs. In the airport environment, he worked on justification for expansion to enhance regional economic development. He has also worked with Skidmore, Owings & Merrill, the Washington Metropolitan Area Transit Authority, and the J.E. Robert Companies. Beginning in 1989, he established The SGM Group Inc., emphasizing the application of analytical models to measure the economic impacts of transportation infrastructure projects. Mr. Goldstein initially attended Columbia University, majoring in physics and astronomy. His graduate studies were interrupted by the Vietnam War draft, however. As a long-term conscientious objector, he spent several years studying relevant law and institutional materials needed to defend his status and ultimately won his battle in federal court. He subsequently pivoted toward a career in urban planning and economic development, attaining a master’s degree from George Washington University. Outside of work in the field of transportation, Mr. Goldstein is an avid patron of classical music and a lifelong pianist. He serves on the board of directors of the Main Street Chamber Orchestra in Berryville, Virginia. Working with a remarkable group of professional musicians, the chamber group’s mission is to share quality classical music with a rural community not otherwise served by similar organizations.
